You need to work on two things at the same time, clearing the cake bomb and clearing the cream blockers at the bottom of the board.
Look to see if there is a match next to the cake and if there isn't go to the bottom and make a match to begin clearing the blockers there. The cascades from your moves at the bottom will either make matches next to the cakes or set a match up for you to make. If there are still no matches by the cake bomb keep working at the bottom.
Vertical stripes and stripe/wrap combos are the best.
Level 1161 Candy Crush Saga is classified as a hard level so you can expect to lose a few lives before you manage to pass it. In fact it is almost impossible to pass without boosters with only 15 moves. I would suggest you either go to a lower level and pass a few times if you have the space dash or other free boosters, or use a coconut wheel if you have one.
First collect all the keys which will unlock the ingredients. You don't have enough moves to unlock and collect the keys one at a time, so try to make a colourbomb combo or a stripe/wrap combo to clear more than one key at a time. A colourbomb/wrap or a colourbomb/stripe are the best as they are most likely to collect more keys than other combos. Or if you are using a coconut wheel booster try to move it vertically to clear as many keys as possible. The ingredients will go to the top of the board then it's just a matter of getting them all down and out of the exits, simple!.
The problem is that they are spread over the whole board so vertical stripes will only remove one at a time and you won't have enough moves to use stripes for them all.
You will need stripe/wrap combos near the bottom of the board, or colour bombs switched with a stripe or wrap.
Colour bombs alone may work, if you get lucky cascades. If you are struggling a coconut wheel booster will help a lot. Latest video without boosters

The biggest hurdle is clearing the first lot of bombs. I found it best to work from the top down as the top one is the hardest to get.
Look all the time for special candies, especially wraps, as well as being what you need for the orders they will also clear the bombs the best.
Once you have the first lot of bombs cleared work in the middle and bottom right of the board, that way when new bombs fall they will be easier to control.
If you make moves at the top you will get bombs falling there and they can cause problems as they are hard to match.
There are only five colours on the board so it isn't too hard to make your wraps and by now you should be experts.
