The first ingredient is on the board in the middle section and the second one will likely drop into one of the side sections in the first few moves. If you can clear the blockers each side of the middle ingredient you will get striped candies dropping from the dispensers which will be helpful.
Once you have collected the first ingredient you can ensure that any further ones drop into the middle section where they are easiest to collect. To do this just make the move after the ingredient has dropped off the board in the middle section, then the ingredient will have to drop there.
You will only have 2 ingredients on the board at any one time so one has to be collected before you get another.
There are only 13 moves so every one must count. You need a fair amount of luck and a good start to complete level 3161 in so few moves and remember as well as collecting the ingredients you have to clear the jelly too. Look for chances to make colourbombs and once you have used one it is much easier to make more. Colourbombs are probably the only thing that will be enough to clear level 3161 is so few moves, but once you can get some cascades going you'll have a good chance.
