You have only 15 moves to collect all the ingredients. The ingredients are all on the board in the locked cells so you need to collect keys to unlock the candies and ingredients.
Make the first matches under the stripe dispensers at the top of the board and use the stripes to collect the keys, you may be able to use the stripes singly or you may be able to switch them together, either way you need to collect all the keys in the first few moves so you have some moves left to collect the ingredients once the cells are all unlocked.
Colourbombs are also useful if you can make them.
